Evidence Base

This evidence base provides supporting documents to the emerging local plan and is split into two sections: new evidence and previous evidence. The new evidence base was consulted upon during the first draft Local Plan (Regulation 18) consultation that was held between 13 March 2024 and 08 May 2024. 

New Evidence

Draft Sustainability Appraisal Report

The sustainability appraisal assesses the social, environmental and economic effects of the emerging local plan.

Draft Habitat Regulations Assessment

This document assesses whether the emerging local plan policies or site allocations are likely to have significant effects on or, adverse effects on the integrity of, any sites designated as Special Protection Areas (SPAs), Special Areas of Conservation (SACs), or Ramsar sites.

Equalities Impact Assessment

This paper assesses the impact of the emerging Local Plan policies upon different sections of the community.

Employment Land Needs Update

This document identifies the need and demand for employment land and assesses existing and prospective safeguarded employment areas.

Housing and Economic Land Availability Assessment Report

This document identifies land available for housing and economic development; it includes an assessment of the potential suitability of that land used to inform the emerging local plan.

Local Green Space Assessment

This paper assesses spaces submitted by members of the public and their suitability for designation as part of the emerging local plan.

Strategic Transport Model

This study assesses the possible impact of potential allocations in the emerging Local Plan on the transport network.

Flood Risk Sequential Test Report

This report contains a flood risk sequential test assessing the location suitability of development with regard to flood risk as part of plan preparation.

Settlement Infrastructure and Services and Facilities Baseline

This document identifies the infrastructure baseline, to support the Infrastructure Needs Study as part of the evidence base of the emerging Local Plan.

Draft Infrastructure Needs Study

This document identifies the infrastructure requirements necessary to support the growth outlined in the emerging Local Plan.

Draft Technical Health and Wellbeing Paper

This paper has been produced by Norfolk County Council Public Health, to support the health section of the emerging local plan.

Draft Whole Plan Viability

This study provides an assessment of the viability of the policy requirements in the emerging Local Plan.

The documents contain transport analysis and assessment of the A143 Beccles Road/Church Lane/Mill Lane/Long Lane junction as an evidence base to help inform the preparation of the new Local Plan.
