Evidence Base

This evidence base provides supporting documents to the emerging local plan and is split into three sections: Regulation 19 Pre-Submission evidence, Regulation 18 First Draft Evidence and previous evidence. The First Draft evidence base was consulted upon during the first draft Local Plan (Regulation 18) consultation that was held between 13 March 2024 and 08 May 2024.  The Regulation 19 Pre-Submission Evidence is open for consultation on 06 December 2024 to 31 January 2025. 

Please note that representations on the Final Draft Local Plan can only be accepted if they relate to 'soundness' and 'legal compliance', because this is what the Planning Inspector will be considering at the Examination in Public. These terms are explained in the guidance notes.

Statement of Representations Procedure 

Sustainability Appraisal Report

The sustainability appraisal assesses the social, environmental and economic effects of the emerging local plan, providing an update since the Regulation 18 First Draft Local Plan.

    Habitats Regulations Assessment

    This document assesses whether the emerging local plan policies or site allocations are likely to have significant effects on or, adverse effects on the integrity of, any sites designated as Special Protection Areas (SPAs), Special Areas of Conservation (SACs), or Ramsar sites.

      Habitats Air Quality assessment

      This document supports the Habitats Regulations Assessment, providing an assessment on the likely impact of Air Quality upon Habitats within the Borough.

      Infrastructure Needs Study

      This document provides an update from the Regulation 18 First Draft consultation version and identifies the infrastructure requirements necessary to support the growth outlined in the emerging Local Plan.

      Housing Economic Land Availability Assessment

      This document provides an update from the Regulation 18 First Draft consultation version and identifies land available for housing and economic development; it includes an assessment of the potential suitability of that land used to inform the emerging local plan.

      Employment Land Needs Assessment

      This document identifies the need and demand for employment land and assesses existing and prospective safeguarded employment areas.

        Flood Risk Sequential Test 

        This report contains a flood risk sequential test assessing the location suitability of development with regard to flood risk as part of plan preparation.

        Transport Assessment

        This study assesses the possible impact of potential allocations in the emerging Local Plan on the transport network providing an update since the Regulation 18 First Draft Consultation.
